Within the UK, perfectly legal. Outside the UK, probably not and the cigarettes are very likely to be confiscated by customs. Of course it’s legal, however when you send them the courier will have to declare them for Customs (TAX and VAT) and your friend will have to pay import duty and VAT on top of that.
